SINGAPORE - A 24-year-old director, reluctant to pay $1 for a parking coupon, found himself slapped with a $10,000 fine instead.
Court documents show that Kelvin Leong Kwok Yin accused parking warden Vickneswaran Thevathasa of demanding a $20 bribe in return for not reporting the use of a tampered $1 parking coupon, The Straits Times reported.
On Sept 8, 2009, Leong had driven four friends - Desmond Cheong Kok Foong, 33, Domenic Ong Yue Ren, 24, and Brandon Soh Chee Kwang, 35 - to the hawker centre at East Coast Lagoon for dinner.
Court papers describe the four men as close friends. Leong and Cheong are the directors of Energy Factory Asia and Kerubin, which deals with energy-related products and fashion accessories respectively. Ong is their sales manager. Soh is a project manager at a different firm.
While parking his car, Leong found a used $1 parking coupon with its tabs folded backwards but not torn off. He decided to reuse it.
Mr Vickneswaran arrived shortly after to check on the cars, and noticed the tampered coupon. Following standard procedure, he called his office and asked for a witness to be present for the undertaking of enforcement action. The second officer, Mr Yourneshwaran Sukumaran, arrived, and they took pictures of Leongs car, including its road tax disc and the tampered parking coupon.
When Leong and his friends returned to the car at about 8pm, the traffic wardens asked for the tampered coupon.
Leong handed over the coupon, but snatched it back when he was asked for his particulars. Leong and his friends then hastily got into the car and drove off.
On Feb 3, 2010, Mr Yourneshwaran lodged a police report that he was pushed by either Leong or a friend in their hurry to leave the scene.
On Feb 24, police interviewed Leong and it was then when he lied that Mr Vickneswaran snatched the coupon from him and then asked for a $20 bribe to keep quiet about the tampered coupon.
Leong then asked his friends to corroborate his lies. All three friends lied on Leongs behalf when they were interviewed by the police on Feb 27.
Ong later confessed he lied to the Corrupt Practices Investigation Bureau (CPIB).
Leong has since been fined $10,000 for offences including lying to the police and using a tampered coupon.
Ong has been fined for providing false information to the police.
Cheong and Soh have been charged but their cases have yet to be heard.
The maximum penalty for lying to the police is a fine of $5,000 and a year in jail.
